“Complete” is often used to mean “finish”, for example,
“Have you completed your report?” It’s a little more formal
than using “finish”. So a boss or teacher is more likely to
say it than a friend.

Another popular way that it is used is in a romantic
relationship, one partner might say to the other, “You
complete me.” It’s kind of clichéd and you can often hear
this in the movies. Basically it means that the person
was only half a person, but now together with their
partner, they are whole. They are complete!

友人というよりも、上司や先生がよく使う言葉ですね。

これは使い古された表現なので、映画などで耳にしたことがあるかもしれません。
つまりは、ひとりでは完成せずに、二人が一緒になると完成するということです。
