When you give someone advice that they should do something, it is common
to say something like, “I recommend you to do X.” If you want to use this in
the negative, then you would just change it to say, “I don’t recommend you
to do X.”

There is another way to say “I don’t recommend”, and that is “discourage
someone from doing X”. In this case, we say, “from doing X” not “to do X”.
It is usually used in the past tense, with “want to”, or with other people, not
“you”. Check the difference:

I recommend you to take the job.
In the negative:
I don’t recommend you to take the job.
I’d like to discourage you from taking the job.
I want to discourage her from taking the job.
I discouraged her from taking the job.

誰かに、何かをした方がいいとアドバイスをする時には、
“I recommend you to do X”
などというのが一般的です。
否定形で使う場合には、
“I don’t recommend you to do X.”
にすればよいだけです。

“I don’t recommend”を別の言い方で言うと、
“discourage someone from doing X(人がXをするのをやめさせる)”
になります。
この場合、“to do X”ではなく、“from doing X”になります。
過去形で、“want to”と共に、また、“you”以外に対しても使う場合が多いですね。
違いを比べてみて下さい：

I recommend you to take the job.
否定形：
I don’t recommend you to take the job.
I’d like to discourage you from taking the job.
I want to discourage her from taking the job.
I discouraged her from taking the job.
