“Announce” is used to describe when you are telling people publically about something. It is often used to “announce” weddings and births of babies. For example:
We are pleased to announce the birth of our baby boy, Timothy. Born on November 19, 2015, weighing 3,400gm.”
Or
We would like to announce the engagement of our daughter Jane and he fiancé, Mark.
You can also use it to announce news that might not be so positive. For example:
He will announce tonight that he is resigning from the position as CEO.
The politician announced earlier today that there would be cuts to health funding.
