If you have regard for someone or something, you respect them
and care about them. We also talk about “high regard” which is basically
the same, but has the meaning of “a lot of respect”.

Here are some examples:

I have a very high regard for him and what he has achieved.
The gunman had little regard for human life.
The government ruled the country without regard to the people’s views.

As you can see, it can also have a negative nuance, depending on
how it is used.

人やものに対して敬意を払うということは、尊敬をし、大事に思っているということです。
同じ意味で“大いに”敬意を表すという“high regard”という表現もあります。
例：
