If you are familiar with someone, or something, it means
that you know that person or that thing well. For example,
you could be “familiar with computers” which would mean that
you are comfortable using computers.

There is also sometimes a negative nuance to the word
“familiar”. If someone acts in a familiar way toward you, it means that
they treat you very informally, and act in a casual way. If this is
someone you know well, then of course it’s OK. However, if it
is someone like a new boss, or a taxi driver, then if they behave in
a familiar way toward you, you might find their behavior offensive.

誰か、もしくは何かと親しい(よく知っている)ということは、その人やそのものをよく熟知しているということです。
例えば“familiar with computers”といったらコンピューターを容易に使いこなせるということになります。

この“familiar”という言葉は、時にネガティブなニュアンスを含むことがあります。
誰かがあなたに親しげにしてきたら、その人はあなたと気楽でカジュアルに接するということですが、それがよく知っている人ならOKですよね。
でももし、それが例えば新しい上司やタクシーの運転手など、まだあまり知らない人だったら？
