A common way to say, “carry out” something is to use today’s verb, “implement”.
It is more formal than “carry out”, but it is commonly used. Here are some
examples:

My company is implementing a “casual Friday” plan from next month.
We have to ensure that the new procedures are properly implemented.
My boss promised to implement a new system for promotions, but he still
hasn’t made any changes.

By the way, when “implement” is used as a noun, it means, “tool” or “utensil”.

何かを“carry out(行う)”する際に、よく使う言葉が今日の「implement(実行する)」です。“carry out”よりも少しフォーマルな言い方ですが、よく使われます。
